HomeMy WebLinkAbout2022-021 Divestment of Investments in Russia RESOLUTION NO. 2022-021 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PARKLAND, FLORIDA, DIRECTING THE CITY MANAGER AND APPROPRIATE CITY OFFICIALS TO REVIEW ALL CITY CONTRACTS AND VENDORS TO ENSURE CONSISTENCY WITH ALL FEDERAL SANCTIONS AGAINST RUSSIA AND CONFIRM THE CITY IS NOT DOING BUSINESS WITH RUSSIAN COMPANIES; DIRECTING THE DIVESTMENT OF INVESTMENTS IN RUSSIA AND WITH RUSSIAN-RELATED INSTITUTIONS, COMPANIES OR ENTITIES, AND INDIVIDUALS; PROVIDING FOR IMPLEMENTATION AND AN EFFECTIVE DATE WHEREAS, on or about February 24, 2022, the Government of the Russian Federation invaded the independent sovereign country of Ukraine and has engaged, and continues to engage, in bombardment and other military activities in Ukraine; and WHEREAS, since February 24, 2022, governments in the United States and in countries around the world have adopted and implemented, or announced plans to adopt and implement, economic and investment-related sanctions, restrictions, prohibitions and blacklisting of certain companies, institutions, entities and individuals of Russia and of certain transactions involving those same companies, institutions, entities and individuals; and WHEREAS, the unjustified and unprovoked Russian invasion of, and continued military activities in, Ukraine have created political, currency, liquidity, and other material investment risks as well as a humanitarian crisis; and WHEREAS, the City Commission desires to condemn such actions and express its solidarity with Ukraine and its people; and WHEREAS, the City Commission has determined that it is prudent, under the prevailing circumstances, to direct the City Manager and appropriate City officials to review all City contracts and vendors to make sure that the City is consistent with all federal sanctions against Russia and to confirm that the City is not doing business with Russian companies, and to direct the divestments of investments in Russia and with Russian-related institutions. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF PARKLAND, FLORIDA AS FOLLOWS: Section 1. The above referenced "Whereas" clauses are true and correct and made a part of this Resolution. Section 2. The City Commission hereby directs the City Manager and appropriate City officials to review all City contracts and vendors to make sure that the City is consistent 1 with all federal sanctions against Russia and to confirm that the City is not doing business with Russian companies. Section 3. The City Commission hereby directs the divestments of investments in Russia and with Russian-related institutions. Section 4. The City Clerk is directed to transmit a certified copy of this Resolution to the Broward League of Cities and all Broward municipalities. Section 5. The appropriate City officials are authorized and directed to do all things necessary to carry out the aims of this Resolution. Section 6. All resolutions, and parts of resolutions, in conflict with this Resolution are hereby repealed to the extent of such conflict. Section 7. This Resolution shall take effect immediately upon adoption.
