A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
PARKLAND, FLORIDA, APPROVING THE EVALUATION
COMMITTEE'S RANKING AND AUTHORIZING THE
PURCHASING DIRECTOR TO NEGOTIATE A CONTRACT
WITH THE TOP-RANKED PROPOSER, CRAVEN THOMPSON
& ASSOCIATES, INC., FOR PROFESSIONAL ENGINEERING
DESIGN SERVICES FOR THE RANCHES AND PINETREE
ESTATES/TERNBRIDGE NEIGHBORHOOD DRAINAGE
IMPROVEMENT PROJECTS; PROVIDING FOR EXECUTION;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS,the City of Parkland(City)requires the services of a qualified firm to provide
professional engineering design services for the Ranches and PineTree Estates/Ternbridge
neighborhood drainage improvement projects; and
WHEREAS, on December 27, 2021, in accordance with the City's Procurement Code,
City Staff advertised Request for Qualifications (RFQ)No. 2021-25 for Professional Engineering
Design Services for Ranches and Ternbridge Neighborhood Drainage; and
WHEREAS, on February 15, 2022, the City opened the RFQ and six (6) proposals were
received; and
WHEREAS, on February 24, 2022, the Evaluation Committee reviewed, rated, and
shortlisted the top four (4) proposals, Calvin, Giordano & Associates, Inc., Kimley-Horn and
Associates, Inc., Keith& Associates, Inc. and Craven Thompson & Associates, Inc.; and
WHEREAS,on March 3, 2022,the Evaluation Committee interviewed the shortlisted four
(4) proposers and after further discussion and review of the criteria set forth in the RFQ, the
Evaluation Committee unanimously recommended approval of the top-ranked proposer, Craven
Thompson& Associates, Inc.; and
WHEREAS, the Evaluation Committee is recommending the Purchasing Director to
negotiate terms, conditions and fees with Craven Thompson& Associates, Inc., in the amount not
to exceed $1,260,000, including allowance for City authorized expenditures; and
WHEREAS, the estimated cost breakdown is as follows: Ranches Drainage $870,000,
5% allowance for City authorized expenditures $43,500, and Ternbridge Drainage $330,000, 5%
allowance for City authorized expenditures $16,500, for a total amount of$1,260,000; and
WHEREAS, funds for Professional Engineering Design Services for the Ranches and
PineTree Estates/Ternbridge Neighborhood Drainage Improvement Projects have been added to
the 2022 fiscal year budget, in the amount of$1,260,000; and
WHEREAS, overall funding for these projects are being paid for with monies the City
received from the American Rescue Plan Act(ARPA); and
WHEREAS, the City Commission hereby determines it to be in the best interest of the
residents of the City of Parkland to award Craven Thompson & Associates, Inc., in the not to
exceed amount of$1,260,000, including allowance for City authorized expenditures.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
OF PARKLAND, FLORIDA AS FOLLOWS:
Section 1. The above referenced "Whereas" clauses are true and correct and made a part
hereof.
Section 2.The City Commission hereby approves the Evaluation Committee's ranking and
authorizes the Purchasing Director to negotiate terms, conditions and fees with the top-ranked
proposer, Craven Thompson & Associates, Inc., not to exceed $1,260,000, including allowance
for City authorized expenditures.
Section 3.In the event the Purchasing Director is unable to negotiate a contract deemed to
be acceptable with the top-ranked firm, the Purchasing Director shall report to the City
Commission which shall either require that the Purchasing Director continue negotiations or
authorize negotiations with the second-ranked firm until the process is complete or, until the
Purchasing Director or the City Commission determines that it is no longer feasible to continue
negotiating; at any time the City Commission has the full discretion to either abandon the process
or begin the process again.
Section 4. All resolutions or parts of resolutions in conflict with this Resolution are
hereby repealed to the extent of such conflict.
Section 5. That appropriate City officials are authorized to do all things necessary and
expedient to carry of the aims of this Resolution.
Section 6. This Resolution shall become effective immediately upon adoption.
