HomeMy WebLinkAbout2022-020 Support for Additional Surtax Funded Projects RESOLUTION NO. 2022-020 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PARKLAND, FLORIDA, EXPRESSING SUPPORT FOR THE SUBMISSION OF ADDITIONAL PROJECTS TO THE BROWARD COUNTY MOBILITY ADVANCEMENT PROGRAM; PROVIDING FOR EXECUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, on November 6, 2018, the voters of Broward County (County) approved a Transportation Surtax levy of one percent(1%); and WHEREAS, projects eligible for surtax funding shall be reviewed and ranked by the Broward Metropolitan Planning Organization ("MPO".) Eligible projects shall include those that will build new roads or relieve traffic congestion and may include: sidewalks, bike lanes, street lighting,drainage, sound walls, fiber-optics relating to public transportation, landscaping,parking, and other roadway improvements; and WHEREAS, through Resolution 2019-010 in January 2019 the City of Parkland (City) Commission approved the execution of the"Transportation System Surtax Interlocal Agreement" ("ILA") with the County; and WHEREAS, through Resolution 2019-067 in July 2019 the City Commission approved the execution of the First Amendment to the"Transportation System Surtax Interlocal Agreement" to provide for the MPO's evaluation and ranking of municipal projects; and WHEREAS, through Resolution 2021-006 in February 2021 the City Commission approved the execution of the Second Amendment to the"Transportation System Surtax Interlocal Agreement" which (i) documents the completion of the MPO's first cycle of evaluating and ranking municipal capital projects, (ii)documents the allocation of FY2019,FY2020,and FY2021 Transportation Surtax proceeds for approved municipal capital projects, (iii) sets forth the MPO's criteria going forward for evaluating, ranking, and recommending funding for municipal capital projects in future County annual five-year capital improvement plans, (iv) outlines the County's general process for evaluation and ranking of municipal rehabilitation and maintenance projects and documents completion of that process for FY2020, (v) documents the allocation of FY2019 and FY2020 Transportation Surtax proceeds for approved municipal rehabilitation and maintenance projects, and (vi) documents an agreed upon process for funding municipal capital projects, including the timing of funding and the process for adjusting County annual five-year capital improvement plans; and WHEREAS,the City wishes to submit additional Municipal Capital Projects("MCP"s)to be considered for future cycles of Transportation Surtax funding and a Resolution of Support is required to establish funding eligibility with Surtax dollars; and WHEREAS, the additional Municipal Capital Projects ("MCP"s) the City is submitting include Parkside Drive Improvements and University Drive in Parkland; and WHEREAS, the City commits to administer and deliver these projects under the terms of the Second Amendment to the "ILA". NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF PARKLAND, FLORIDA AS FOLLOWS: Section 1. The above referenced "Whereas" clauses are true and correct and made a part hereof. Section 2. The City Commission hereby endorses the submission of new MCPs to be submitted for funding consideration per the"Transportation System Surtax Interlocal Agreement", as amended. Section 3. The Mayor is hereby authorized to execute this Resolution. Section 4. This Resolution shall become effective immediately upon adoption. PASSED AND ADOPTED THIS 6th DAY OF APRIL, 2022.
