A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
PARKLAND, FLORIDA, APPROVING THE INTERLOCAL
AGREEMENT WITH BROWARD COUNTY AND OTHER
BROWARD MUNICIPALITIES GOVERNING THE USE OF
BROWARD COUNTY REGIONAL OPIOID SETTLEMENT FUNDS;
AUTHORIZING EXECUTION OF THE INTERLOCAL
AGREEMENT; PROVIDING FOR IMPLEMENTATION AND AN
EFFECTIVE DATE
WHEREAS, the City of Parkland (the "City") has suffered harm from the opioid
epidemic; and
WHEREAS,the City Commission recognizes that the entire State of Florida has suffered
harm as a result of the opioid epidemic; and
WHEREAS, the State of Florida has filed an action pending in Pasco County, Florida,
and a number of Florida Cities and Counties have also filed an action In re: National Prescription
Opiate Litigation, MDL No. 2804 (N.D. Ohio) (the "Opioid Litigation"); and
WHEREAS,the City is not a litigating participant in the Opioid Litigation; and
WHEREAS, proposed settlements have been developed to resolve certain claims under
the Opioid Litigation; and
WHEREAS, the Florida Memorandum of Understanding (the "Florida Plan") sets forth a
framework of a unified plan for the proposed allocation and use of opioid settlement proceeds
and it is anticipated that formal agreements implementing the Florida Plan will be entered into at
a future date; and
WHEREAS, the Florida Plan divides the settlement funds into three funds: (i) the
City/County Fund; (ii) the Regional Fund; and (iii) the State Fund; and
WHEREAS, to receive its share of the Regional Fund, Broward County (the "County")
must qualify as a "Qualified County," which requires the County to enter into an agreement with
Broward municipalities whose populations, taken together, contain at least 50% of the County's
population; and
WHEREAS, the City recognizes that enabling the County to receive the County
Regional Funds for expenditure is in the best interest of all persons within the geographic
boundaries of the County and will ensure that Opioid Litigation settlement funds are available
and used to address opioid-related impacts within the County; and

WHEREAS, the City Commission deems it to be in the best interests of the City to
approve and authorize execution of the Interlocal Agreement with the County and other Broward
municipalities Governing Use of Broward County Regional Opioid Settlement Funds, attached
as Exhibit"A" (the "ILA").
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF PARKLAND, FLORIDA, THAT:
SECTION 1. The foregoing "WHEREAS" clauses are confirmed and ratified as being
true and correct and are hereby incorporated herein.
SECTION 2. The City Commission hereby approves the ILA, attached as Exhibit "A,"
with the County and other Broward municipalities.
SECTION 3. The Mayor and City Manager are authorized to execute the ILA, attached
as Exhibit"A," together with such non-substantial changes as are acceptable to the City Manager
and approved as to form and legal sufficiency by the City Attorney.
SECTION 4. The appropriate City officials are authorized to do all things necessary to
carry out the aims of this Resolution.
SECTION 5. This Resolution shall take effect immediately upon adoption.
