RESOLUTION NO. 99-38
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF PARKLAND, FLORIDA, EXERCISING THE
OPTION TO WITHDRAW PARTICIPATION IN THE SOUTH
EAST RISK MANAGEMENT ASSOCIATION (SERMA) AND
AUTHORIZING THE CITY MANAGER OF THE CITY OF
PARKLAND, FLORIDA, ON BEHALF OF THE CITY, TO
NOTIFY THE. BOARD OF DIRECTORS AND
ADMINISTRATORS OF THE SERMA POOL OF THE
CITY'S INTENT.
WHEREAS, the City of Parkland has participated with five other Broward and
Palm Beach County cities to pool and cooperate in insurance purposes for the past five
fiscal years; and
WHEREAS, Resolution No. 94-54 adopted by the Parkland City Commission on
January 18, 1995 authorized such participation and acceptance and adherence of the
Pool's By-Laws; and
WHEREAS, Article IV of the Intergovernmental Cooperative Agreement (By-
Laws) mandates notification to the Pool of a city's withdrawal with a one-year notice:
and
WHEREAS, the City of Parkland chooses to exercise the option of withdrawal
from the Pool effective with the start of fiscal year 2000 through 2001.
NOW THEREFORE, BE IT RESOLVED BY THE CITY
COMMISSION OF THE CITY OF PARKLAND, FLORIDA:
Section 1. The City of Parkland may want to consider other insurance
alternatives and can only do so with notification to the SERMA pool of intent to
withdraw from the Pool.
Section 2. The City Manager of Parkland, Florida is hereby directed to notify
the Board of Directors of the SERMA Pool of the mandated one year advance notification
of withdrawal.
Section 3. The City Manager of the City of Parkland, Florida, is hereby
authorized and directed to do all things necessary and expedient in order to effectuate a
withdrawal from the Pool.
Section 4. This Resolution shall be in full force and effect immediately after
its passage and adoption.

As you know, the South East Risk Management Association pool requires one-year prior notice
of withdrawal from the self-insurance pool. Therefore, I suggest that the City of Parkland tranSmit
this Notice of Intent to Withdraw for South East Risk Management Association (SERMA) before
the end of September to preserve its ability to investigate other insurance options for the Fiscal Year
that begins on October 1, 2000.
