RESOLUTION NO. 98-09
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF PARKLAND, FLORIDA, URGING THE FLORIDA
LEGISLATURE AND THE GOVERNOR TO AUTHORIZE
THE BROWARD COUNTY BOARD OF COUNTY
COMMISSIONERS THE ABILITY TO USE ONE (1) CENT
OF ITS LOCAL OPTION MOTOR FUEL TAXES TO
ADDRESS THE NEEDS OF OUR COMMUNITY'S
HOMELESS CHILDREN, WOMEN, MEN AND FAMILIES
WHEREAS, there are an estimated Five Thousand (5,000) homeless men, women
and children throughout Broward County: and
WHEREAS, the Broward County Board of County Commissioners adopted a
strategic plan to address homelessness in our community in 1993 based on the
recommendations of a countywide task force which included representation from all
Broward municipalities; and
WHEREAS, the plan calls for: three (3) new regional Homeless Assistance
Centers (HACs), and a complete continuum of care to provide transitional and permanent
affordable supported housing programs for the homeless; and
WHEREAS, communities compete each year for federal dollars to fund the
transitional and permanent phases of the continuum; and
WHEREAS, Miami-Dade County has leveraged over $57 million since adoption
of its recurring source of revenue for homeless services in 1993; and
WHEREAS, the Broward County Board of County Commissioners has asked the
state legislature for authority to designate one (1) cent of the remaining three (3) cents of
the local option motor fuel tax currently available for transportation needs, for homeless
services; and
WHEREAS, the City of Parkland and all Broward municipalities and the County
would benefit by a countywide coordinated effort to fund, develop and operate facilities
and services for the homeless.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF PARKLAND, FLORIDA:
Section 1. That the City of Parkland supports Broward County's community
efforts to obtain a recurring source of revenue for homeless services within the County
and urges the Florida Legislature and the Governor to authorize the Broward County
Board of County Commissioners the ability to use one (1) cent of its local option motor
fuel taxes to address the needs of our community's homeless children, women, men and
families.
Section 2. That the Broward County cities will designate their portions of the
additional one cent tax in the annual interIocal agreement process between the cities and
the County which must necessarily be approved by the cities collectively representing
FIFTY (50%) PERCENT of the total County population.
Section 3. That a copy of this resolution shall be forwarded to the Florida
Legislature and the Governor
Section 4. That this Resolution shall become m full force and effect
immediately upon its passage and adoption.
