RESOLUTION NO. 97-44
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF PARKLAND, FLORIDA, AUTHORIZING THE
CITY OFFICIALS TO ENTER INTO A MUNICIPAL
PARTNERSHIP AGREEMENT WITH THE SCHOOL
BOARD OF BROWARD COUNTY, FLORIDA AND THE
CITY OF PARKLAND TO ESTABLISH DIRECT LINES OF
COMMUNICATION WITH ELECTED OFFICIALS AND
STAFF OF BROW ARD COUNTY'S 29 MUNICIPALITIES
WHEREAS, the City Commission of the City of Parkland, Florida finds and
determines that it is in the best interest of the citizens of the City to enter into a Municipal
Partnership Project agreement between The School Board of Broward County and the
City of Parkland; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF PARKLAND, FLORIDA:
Section 1. That by entering into this Partnership Agreement it will attempt to
establish direct lines of communication with elected officials and staff of Broward
County's 29 municipalities to share resources to support each other's goals and objectives.
Section 2. That the appropriate City officials hereby approve entering into the
Municipal Partnership Agreement between The School Board of Broward County and the
City of Parkland.
Section 3. That this Resolution shall become in full force and effect
immediately upon its passage and adoption.

Dear Ms. Klauber:
Enclosed please find four (4) original Partnership Agreements between the School Board
of Broward County, Florida and the City of Parkland, Florida. The Parkland City
Commission unanimously approved the Agreement at the November 19, 1997 City
Commission meeting by Resolution No. 97-44 and the Agreements have been executed by
the City of Parkland. I look forward to receiving an original for our files after they have
been executed by the Broward County School Board.

REQUESTED ACTION: I
Approve Partnership Agreement with thfl City of Parkland.
SUMMARY EXPLANATION AND BACKGROUND: I
This agreement with the City of Parkland. Is part of the Municipal Partnership Program
desfgned to improve and enhance lntergovenunental relationships. The executed
agreements are used as a plan to provide a seamless communication infrastructure
between city officials, city staff and their counterparts in the school system. As a result
of these Partnerships, cities are updated on local and dfstrictwide programs, projects and
opportunities. as well as districtwide initiatives available to students. In addition. the
School District and staff have been able to address requests for assistance by
municipalities In a more cooperative and expedftlous manner.
The City of Parkland has addressed several programs through this agreement. including a
city recognition program for students and school stafJ'members. use of city facilities as a
living classroom. school fad1lties for city programs and events and incorporation of the
School Board"s technical centers for city staff tralnlng needs. Parkland is the 20th city
to Join the municipal partnership program.
Participating schools: Rlverglades Elementary. Stoneman Douglas High and all
exceptional centers.

PARTNERSHIP AGREEMENT
This agreement entered into on this 16th day of December 1997
between
The School Board of Broward County, Florida hereinafter referred to as the
"School Board,"
and
The City of Parkland hereinafter referred to as "City."
WHEREAS, cities and schools may share resources to support each other's
goals and objectives, and,
WHEREAS, this collaboration provides the opportunity to develop a
seamless, communication infrastructure between city officials, city staff and their
counterparts in the School District, and,
WHEREAS, better educated, highly sldlled employees will enhance the
quality of the workforce and the community, and"
WHEREAS, partnerships instill a sense of civic pride and responsibility in
students that will last far beyond their education experience.
NOW lHEREFORE, in consideration of the covenants and conditions set
forth herein, the parties agree as follows:
ARTICLE I
The parties agree that the foregoing recitals are true and correct and
incorporated herein by reference
ARTICLE n
The City of Parkland will:
1. Provide recognition for students, teachers and/or other school staff or
volunteers that have achieved good deeds on behalf of the City and
education;
2. Work with area secondary school students to establish internships.
mentorships, shadowing programs and community service opportunities
with City staff;

3. Where appropriate, allow the use of City facilities as teaching centers, with
actual real issues and programs incorporated into lesson plans;
4. Provide exposure to school programs at City events or in City publications,
including, but not limited to display of student artwork and other cultural
arts or academic presentations;
5. Allow/Recruit schools to participate in City events;
6. Jointly offer community education programs on topics of common
interest, including but not limited to; homework assistance, recreation
programs, available City services, civic involvement, Kids Voting, Student
Government Day, etc.;
7. Encourage area high school journalists to cover City issues in school
publications and include high school pieces in city publications;
8. Encourage area residents to become volunteers in schools, and when
possible, provide support to senior volunteers that may have difficulty
getting to schools;
9. Use City time on local cable television to promote joint activities;
10. Assist schools in developing school improvement plans, conducting
needs assessments, and providing support for identification of community
resources,
11. Incorporate School Board Industry Services training programs into City
Human Resources Programs.
ARTICLE m
The School Board will:
1. Provide recognition through local schools for City staff who have
achieved good deeds in the community on behalf of the community and
education;
2. Identify students from area secondary schools for participation in
internships. mentorships, shadowing programs and community service
opportunities with City staff;

3. Identify City facilities that can enhance the curriculum by serving as living
laboratories/ off campus classrooms;
4. Provide exposure to community programs at school events or in school
publications, including; City festivals, Parks and Recreation or Youth
Services, and Public Safety programs;
5. Allow/recruit schools to participate in City events;
6. Jointly offer community education programs on topics of common
interest, including but not limited to; homework assistance, recreation
programs, available City services, Student Government Day, Kids Voting
etc.;
7. Encourage area high school journalists to cover City issues in school
publications and include high school pieces in city publications;
8. Encourage City employees to take an active role in schools improvement
efforts, providing training for individuals participating in schools
programs;
9. Provide the City with the opportunity to lease educational and athletic
facilities during non-school hours and according to school board policies.
ARTICLE IV
Neither party shall discriminate against any employee or participant in this
program because of race, age, religion, color, gender, national origin, marital status,
physical or mental disability. Affirmative action shall be taken to insure equal
treatment without regard to race, age, religion, color, gender, national origin,
marital status, physical or mental disability, or other considerations arising from the
Americans with Disabilities Act.
A.RTlCLE V
Each party assumes responsibility for the negligence of its own respective
employees, appointees, or agents; and" in the event of any claims for damages or
lawsuits for any remedy, each party will defend its own respective employees,
appointees, or agents.

ARTICLE VI
This contract may be terminated by either party upon thirty (30) days written notice
to the other party with or without cause. All notice of this contract shall be given to
the Superintendent of the School Board of Broward County, Florida at 600 Southeast
East Third A venue, Fort Lauderdale, Florida 33301 and to City of Parkland, 6500
Parkside Drive, Parkland, Florida 33067.
IN WITNESS WHEREOF the parties have executed this document the first
date referred to herein.
