HomeMy WebLinkAbout1994-56 Urging Florida St Legislature to Revise Chapter 257 to Provide that State Aid Made Available to Municipal Independent & County Libraries EquallyRESOLUTION NO. 94 - 56 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PARKLAND, FLORIDA URGING THE FLORIDA STATE LEGISLATURE TO REVISE CHAPTER 257, FLORIDA STATUTES, TO PROVIDE THAT STATE AID BE MADE AVAILABLE TO ' MUNICIPAL, INDEPENDENT AND COUNTY LIBRARIES EQUITABLY WHEREAS, city libraries were the first public libraries in Florida and serve approximately 10% of the State's population; and WHEREAS, while all Florida residents pay taxes collected and distributed through the state aid program for public libraries, Chapter 257 of the Florida Statutes provides state aid to county and regional libraries, but not to municipal libraries; and WHEREAS, the City of Parkland extends free use of its reference\information services and in -library use of its books, periodicals, and other materials to residents and non-residents alike, and should, along with other municipalities, be able to participate in the state aid program; and WHEREAS, Broward County taxpayers experience further discrimination in that operational funding through FS 257 is based on expenditures of qualifying libraries and under the present law, municipal libraries do not qualify; and WHEREAS, equity in funding will lead to greater cooperation among public libraries and will result in enhanced public library services for all Florida residents; RESOLUTION NO. 94 - 56 PAGE 2 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF PARKLAND, FLORIDA, AS FOLLOWS: Section 1. That the City of Parkland, Florida wishes to formally support, and urges the Florida State Legislature to adopt, House Bill 1031 filed by Representative Lori Edwards, and Senate Bill 1290 filed by Senator Karen Johnson, revising Chapter 257 of the Florida Statutes to provide that state aid to public libraries be made available to municipal, independent and county libraries equitably. Section 2. That copies of this Resolution be forwarded to Governor Lawton Chiles, Lt. Governor Buddy MacKay, Senate President Ander Crenshaw, Senator Jim Scott, Speaker of the House Solley Jo:hnson,Representative Debby Sanderson and the Florida League of Cities.
