A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
PARKLAND, FLORIDA DIRECTED TO THE SCHOOL BOARD OF
BROWARD COUNTY, FLORIDA (SCHOOL BOARD), EXPRESSING
SUPPORT FOR A ONE CENT SALES TAX WITH A SUNSET
PROVISION OR CAPITAL IMPROVEMENT BOND ISSUE FOR
SCHOOL CONSTRUCTION IN BROWARD COUNTY, FLORIDA
CONDITIONED UPON THE SCHOOL BOARD PROVIDING THE
CITY, THE PUBLIC AND ALL CITIES IN BROWARD COUNTY,
FLORIDA WITH AN EXPLANATION DETAILING, TO THE
SATISFACTION OF THE CITY, THE PROPOSED SOURCES AND
USES OF THE MONIES TO BE DERIVED FROM A ONE CENT
SALES TAX OR CAPITAL IMPROVEMENT BOND, INCLUDING A
BREAKDOWN OF THE ESTIMATED CONSTRUCTION COSTS,
ARCHITECTURAL AND ENGINEERING FEES, LAND ACQUISITION
COSTS, HARD COSTS; AND PROVIDED, FURTHER, THAT THE
SCHOOL BOARD PROVIDES THE CITY, THE PUBLIC AND ALL
CITIES IN BROWARD COUNTY, FLORIDA, ASSURANCES, TO
THE SATISFACTION OF THE CITY, OF THE PROCEDURES
(SUCH AS AUDITS BY AN INDEPENDENT CERTIFIED PUBLIC
ACCOUNTANT) TO BE INSTITUTED TO ASSURE ANNUAL
ACCOUNTABILITY OF USE OF THE FUNDING SOURCE SOLELY
FOR ITS STATED PURPOSES; AND PROVIDED FURTHER THAT
SUCH FUNDING SOURCE SHALL BE USED EXCLUSIVELY FOR
CAPITAL IMPROVEMENT PURPOSES AND BE RESTRICTED FROM
ANY TRANSFER FOR OPERATIONAL PURPOSES; AND PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, the school construction crisis is a potential
educational disaster for the people of Broward County, Florida;
and
WHEREAS, this man-made disaster will affect the lives of
residents of the City of Parkland, and all other similar situated
residents of Broward County, Florida; and
WHEREAS, the School Board is now requesting support from
the City of Parkland and other municipalities and public officials
for a One Cent Sales Tax increase or Capital Improvement Bond
Issue; and

WHEREAS, the City Commission of the City of Parkland,
Florida, desires to express support for a One Cent Sales Tax or
Capital Improvement Bond Issue proposed by the School Board for the
construction of schools (new schools, replacement schools, and
school renovations) in Broward County, Florida, which support is
expressly conditioned upon the below described matters; and
WHEREAS, the City's support for the One Cent Sales Tax
or Capital Improvement Bond Issue is conditioned upon the School
Board providing the City, the public and all Cities in Broward
County, Florida, with an explanation detailing, to the satisfaction
of the City, the proposed sources and uses of the monies to be
derived from a One Cent Sales Tax or Capital Improvement Bond
Issue, including a breakdown of the estimated construction costs,
architectural and engineering fees, land acquisitions costs, hard
costs; and
WHEREAS, the City's support for a One Cent Sales Tax or
Capital Improvement Bond Issue is further conditioned upon the
School Board providing the City, the public and all Cities in
Broward County, Florida, with assurances detailing, to the
satisfaction of the City, the procedures to be instituted, such as
audits by an independent Certified Public Accountant, to assure
annual accountability of the use of such funding sources solely
for the above stated purposes; and

WHEREAS, the City's support for a One Cent Sales Tax or
Capital Improvement Bond Issue is further conditioned upon such
funding source to be used exclusively for capital improvement
purposes delineated in a Board approved plan for capital
construction and be specifically restricted from any transfer for
operational purposes; and
WHEREAS, the City's support for a One Cent Sales Tax is
conditioned upon a five, six, or seven year Sunset Provision;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF PARKLAND, FLORIDA, that:
Section 1. The City Commission of the City of
Parkland, Florida, hereby expresses support for a One Cent Sales
Tax or Capital Improvement Bond Issue proposed by the School Board
of Broward County, Florida (School Board) for the construction of
schools (new schools, replacement schools, and school renovations)
in Broward County, Florida to alleviate the existing school
construction crisis in Broward County, Florida, which support is
specifically conditioned upon the matters described in sections 2,
3, 4, and 5 hereof.
Section 2. The support of the City Commission of the
City of Parkland, Florida, for a One Cent Sales Tax or Capital
Improvement Bond Issue is conditioned upon the School Board
providing the City, the public and all Cities in Broward County,
Florida, with an explanation detailing, to the satisfaction of the
City, the proposed sources and uses of the monies to be derived

Improvement Bond Issue is further conditioned upon the School Board
providing the City, the public and all Cities in Broward County,
Florida, with assurances detailing, to the satisfaction of the
City, the procedures to be instituted (such as audits by an

Section 4. The support of the City Commission of the

restricted from any transfer for operational purposes.
Section 5. The support of the City Commission of the
City of Parkland, Florida, for a One Cent Sales Tax is conditioned
upon a 5, 6, or 7 year Sunset Provision.
Section 6. The City Commission of the City of
Parkland, Florida, hereby directs the City Clerk to forward copies
of this Resolution to all members of the School Board of Broward
County, Florida and all interested parties.

Section 7. This Resolution shall become effective
immediately upon its passage and adoption.
