HomeMy WebLinkAbout1993-24 Supporting BrowardCty Planning to Adjust School Impact FeesRESOLUTION NO. 93-24 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PARKLAND, FLORIDA SUPPORTING THE EFFORTS OF THE BROWARD COUNTY PLANNING COUNCIL TO PROPERLY ADJUST SCHOOL IMPACT FEES TO PROVIDE SUFFICIENT FUNDS FOR NEEDED PUBLIC EDUCATION FACILITIES AND RECOMMENDING THE APPLICATION OF CONCURRENCY TO PUBLIC EDUCATIONAL FACILITIES. WHEREAS, the City of Parkland is one of the fastest growing cities in Broward County; and WHEREAS, the demographic nature of Parkland is such that the majority of Parkland's growth is occurring among families with school age children; and WHEREAS, the City Commission believes that the future of Broward County rests with its children and the success of those children and, thus, the future of Broward County depends, in large part upon the quality of the educational system in Broward County; and WHEREAS, Broward County is presently faced with a situation where the expansion of school facilities has not kept pace with the growth of the school population; and WHEREAS, the failure to address the situation will affect not only the children of Broward County but the economic future of Broward County; and WHEREAS, the Broward County School Board has conducted a review of the school impact fee structure and recommended a significant adjustment in the same; and WHEREAS, the Broward County Planning Council and Broward County Commission are investigating whether it would be appropriate to adjust impact fees and to apply the doctrine of concurrency to public education; and WHEREAS, the City of Parkland supports the efforts of the School Board to adjust the impact fee system, to devise other methods of providing sufficient funding for the public school system, and to apply concurrency to public education; NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF PARKLAND AS FOLLOWS: SECTION 1. The City of Parkland does hereby strongly support an upward adjustment in the impact fee structure for public schools in Broward County. The City recommends that the Broward County Planning Council and County Commission promptly implement such adjustment. RESOLUTION NO. 93-24 PAGE 2 SECTION 2. The City of Parkland further endorses the efforts of the Broward County School Board to develop new and innovative methods for providing the necessary financing to expand school facilities to meet the growing needs of the County's school population. SECTION 3. The City of Parkland strongly supports the Broward County initiative study and the Broward County School Board study for the need of concurrency.
