1993-16 Ranches Drainage Assessment1AJ -fid /-.44 /*ST RESOLUTION NO. 93-16 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PARKLAND EVIDENCING ITS INTENT TO PROVIDE FOR A MAJOR PUBLIC IMPROVEMENT PROJECT, LOCATED IN THE AREA GENERALLY KNOWN AS THE RANCHES, ALL INCLUSIVE IN THE CITY OF PARKLAND, BEING DRAINAGE IMPROVEMENTS SERVING THE LOTS AND ESTABLISHING THE COSTS AND EXPENSES THEREOF; PROVIDING FOR ALL COSTS AND EXPENSES TO BE ASSESSED AGAINST THE PROPERTIES ON AN ACREAGE BASIS; PROVIDING FOR PAYMENT AND TERMS AND THE INTEREST RATE TO BE CHARGED WITH RESPECT TO SUCH ASSESSMENTS; THE PERCENTAGE OF THE ASSESSMENT THAT MUST BE PAID AT THE TIME OF ASSESSMENT AND FOR SEMI-ANNUAL PAYMENTS THEREAFTER; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS) there are certain properties located within the City of Parkland comprising the properties within the area indicated in Section 1; and' WHEREAS, it is the intent of the City Commission to provide for drainage improvements for lots; and WHEREAS, the lots in question will be specifically benefited by the improvements; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF PARKLAND, FLORIDA: ,Section 1. That the City Commission does hereby declare the necessity for drainage improvement for all lands to be described in the assessment plat hereinafter provided for and generally located within the areas described as follows: [Road rights -of -ways, roadway easements, and roadway ingress and egress easements are excluded] - B.B.B. Ranches (unrecorded plat) in Section 3, Township 48, Range 41 within the City of Parkland, Broward County, Florida. - B.B.B. Ranches 1st addition (unrecorded plat) in Section 34, Township 47, Range 41 within the City of Parkland, Broward County, Florida. Page 1 of 3 B.B.B. Ranches 2nd addition (unrecorded plat) in Section 3, Township 48, Range 41 within the City of Parkland, Broward County, Florida. B.B.B. Ranches 3rd addition (unrecorded plat) in Section 3, Township 48, Range 41 within the City of Parkland, Broward County, Florida. The Bertolami Plat Book 142, Page 34-B of Broward County Record located in Section 34, Township 47, Range 41 within the City of Parkland, Broward County, Florida. The Saul's Plat Book 136, Page 26 of Broward County Record located in Section 3, Township 48, Range 41 within the City of Parkland, Broward County, Florida. - The Brewer Plat Book 142, Page 10 of Broward County Record located in Section 3, Township 48, Range 41 within the City of Parkland, Broward County, Florida. - Tracts 12, 13, 14, 15 Co., Subdivision #2, Beach County Records Range 41 within the County, Florida. and 16 of Florida Fruitlands Plat Book 1, Page 102, Palm in Section 3, Township 48, City of Parkland, Broward Section 2. The general description of the project and estimated costs are as follows: - Dredging of existing canals, transporting and disposal of dredged material, street and culvert cleaning, miscellaneous canal construction, miscellaneous road repairs, furnish and install overflow weir gates, furnish and install 75 hp motor and control panel for master pump, survey and clear canal easement from pump to Hillsboro Canal for electric service and Florida Power and Light fees $99,500.00 Administrative fees $14,900.00 TOTAL $114,400.00 Section 3. That due to the nature of the drainage improvements, all of which are local improvements solely for the benefit of the lots contained within the area described in Section 1; 100 percent of the costs shall be assessed against said lots in the area, on an acreage basis. Page 2 of 3 Section 4. That the assessments when established shall require twenty (20%) percent of the total lot assessment from the project to be paid within a period of 60 days from the date of final assessment and the balance to be paid in four (4) regular successive semi-annual payments of the principal and accrued interest, which interest shall be established at eight (8%) percent per annum. Section 5. That all of the costs set out in Section 2 above shall be in the special assessments which shall be levied against all of the specially benefited thereby and further designated by the assessment plat to be hereinafter provided for by the City. The lots shall be assessed at 100% to said lots and properties. ,Section 6. That the City Commission will pass such other resolutions, provide proper notices and take such other steps as may be necessary or required to declare the special assessments, and provide for the equalizing board hearings. ,$ection 7. That Resolution No. 93-16 be considered for adoption by the City Commission on June 2, 1993 at 7:00 p.m. at Parkland City Hall, 6500 Parkside Drive, Parkland, Florida. Section 8.
