1992-30 Florida Atlantic University RESOLUTION NO. 92 - 30 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PARKLAND, FLORIDA EXPRESSING SUPPORT FOR A PERMANENT BROWARD COUNTY LOCATION FOR FLORIDA ATLANTIC UNIVERSITY WHEREAS, the City of Parkland is vitally interested in the educational needs of the citizens of Broward County and wishes to support a strong university presence in Broward County; and WHEREAS, since the early 1980's. the Board of Regents and the Legislature have tried to increase Florida Atlantic University's commitment to its Broward efforts; a program was initiated to address "the unmet needs of Broward" and was so titled; and WHEREAS. the legislature created the comprehensive university plan (CUP) whose mission in part was to create a comprehensive university presence in Broward; and WHEREAS, although the CUP plan was partially effective, the proper beneficial impact of CUP had apparently not been transferred from Florida Atlantic University Boca Raton to its Broward campus; and WHEREAS, many other Broward campus programs had not been fully accomplished and the Browa~d Legislative Delegation proposed in 1989 that a new university in Broward County be created; and WHEREAS, subsequent to legislation passed in 1989, the Board of Regents hired consultants whose recommendations led to a Board of Regents' plan for Broward to significantly and immediately upgrade its Broward campus and its programs, including beneficial organizational changes. and WHEREAS, the Board of Regents consultants have subsequently released a preliminary draft report based upon a 1992 evaluation detailing many successes of the 1989 plan but proposing to make substantial organizational changes to recreate pre 1989 structures; and WHEREAS, Florida Atlantic University has not allowed its Broward programs to mature such as the College of Liberal Arts which has been blocked by Florida Atlantic University Boca Raton from being able to award Degrees; and ORDINANCE NO. 92 - 30 PAGE 2 WHEREAS, the Broward County Public School system is the eighth largest in the nation; and WHEREAS, some forty percent of Florida Atlantic University's students are from Broward County; and WHEREAS, the preponderance of businesses in Florida Atlantic University's traditional service area are located in Broward County, including the world corporate headquarters of Alamo Rent- A-Car, Blockbuster Entertainment, JM Family Enterprises, NaBanco and Sensormatic to name a few; and WHEREAS, Broward County, as an integral part of a major urban center, is in need of a major university facility; and WHEREAS, the City of Parkland wishes to support all efforts to develop such a presence in Broward County; and WHEREAS, the Broward County University Advisory Committee, and official committee of the Florida Board of Regents, has made a detailed study and subsequent recommendations; and WHEREAS, there has been a continuous and controversial adversarial relationship between top Florida Atlantic University Broward Administrators and top Florida Atlantic University Boca Raton Administrators perhaps highlighting a chronic lack of university leadership towards adequately meeting Broward's public university needs, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF PARKLAND, FLORIDA: SECTION 1. The City of Parkland endorses the resolution passed by the Broward County University advisory committee on July 16, 1992. SECTION 2. The City of Parkland endorses the spirit of the Peer or "Partnership" campus and the recent Legislation regarding this issue. SECTION 3. The City of Parkland urges that the Board of Regents and Florida Atlantic University must ensure that program commitments made for Broward County be re-established and met immediately. SECTION 4. The City of Parkland urges that the Broward based facility and staff and all Broward operations report to the President of Florida Atlantic University through a Broward based Vice President or Provost; and ORDINANCE NO. 92 - 30 PAGE 3 SECTION 5. The City of Parkland finds that a much larger physical presence for Florida Atlantic University is warranted in Broward. Florida Atlantic University Broward needs a permanent home; a location managed by the State University not leased from other entities. Action to encumber a permanent Broward location for Florida Atlantic University must begin in earnest immediately. SECTION 6. The City of Parkland believes that as a practical and meaningful step toward creating a peer or partner campus of Florida Atlantic University in Broward County, the College of Business and the College of Education should be required to move from Florida Atlantic University Boca Raton to Florida Atlantic University Broward.
