HomeMy WebLinkAbout1992-18 Site Plan Approval for Landscaping, Berms & Walls for Meadow Run RESOLUTION 92-18 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PARKLAND, FLORIDA FOR SITE PLAN APPROVAL FOR LANDSCAPING, BERMS, AND WALLS LOCATED ALONG THE PERIMETER AND ENTRANCEWAYS TO THE MEADOW RUN SUBDIVISION; CASE NO 01-SP-92. WKBRBAS, at a regular meeting of the City commission a Public Hearing was held to hear testimony and receive exhibits for and against the petition of Florida National properties requesting site plan approval landscaping, berms, and walls located along the perimeter and entranceways to the Meadow Run SUbdivision located at the northwestern corner of University Drive and Holmberg Road. WKBRBAS, the proposed landsc~ping plan has been reviewed by the Planning and Zoning Board and was recommended for approval with conditions; ROW, THBRBFORB, be it resolved by the City commission of the City of Parkland, Florida, that; The site plan for Meadow Run Subdivision is approved with the following conditions: 1. This approval is based on the landscaping plan prepared by D. Johnson and Associates, Landscape Architects and received by the Planning Department on May 18, 1992. 2. This approval approves the waiver for interior berm slopes as indicated on the above referenced plan. 3. This approval in no way vest any rights on any signage for Meadow Run Subdivision. 4. The petitioner shall completely sod parcels E, F, and G next to the internal waterways of the Meadow Run plat with Floritam sod prior to the final landscape approval for the Meadow Run Subdivision. 5. Prior to the issuance of a permit for the first single family home, the petitioner shall provide to the City a copy of the wall easement indicating control of said wall as indicated on sheet B-4 and 2-7 of the referenced plans. RESOLUTION 92-18 PAGE 2 6. The minimum height of all berms shown on the landscaping plan shall be 5 feet from the base of the sidewalk. 7. The petitioner shall construct a curvilenear concrete sidewalk along University Drive north of Holmberg Road to the northern extent of the site prior to the first certificate of occupancy for the Meadow Run Subdivision. PLANNING CONSIDERATIONS: 1v1 This petition seeks site plan approval for landscaping and berms and walls located along the perimeter and entranceways to the Meadow Run Subdivision. The subject property has a current land use designation of R-2.5 with a compatible zoning category of RS-3. ~ The proposed landscaping plan has been reviewed by the Planning Department, Landscaping/Code Enforcement Officer and the City Engineer and in conformance with the current city requirements and is found in conformance except in the areas in which the petitioner is requesting a waiver. The area requested for a waiver by the petitioner deals with the maximum slope. The current code requirement has a maximum slope of 4 to 1. The petitioner is requesting a 3 to 1 slope on the back of the berms backing onto the individual lots. The petitioner is also requesting a waiver from the maximum separation for shade trees of 50 feet. There are a couple of locations in which the petitioner is separating the shade trees to allow for clusters of palms to be the dominant tree. Both waivers have been reviewed by Staff and are recommended for approval. In Summary, the Planning Department recommends approval of Case No. 01-SP-92 with the following conditions: 1. Landscaping berm plans, and landscaping plans containing eleven (11) sheets, prepared by D. Johnson and Associates, Landscape Architects and received by the Planning Department on May 18, 1992. 2. Waivers for the separation between shade trees to exceed 50 feet as indicated on the above referenced plan. 3. Waiver for the berm slopes as indicated on the above referenced plan not to exceed a 3 to 1 slope. PLANNING STAFF REPORT CASE NO. Ol-SP-92 4. The Engineering Department has reviewed the revised landscaping berm plans for Meadow Run and finds these plans are in conformance with the City's Minimum Design Standards with the exception of the 3 to 1 slope on the rear side of the landscaping berm abutting Holmberg Road. Since the 3 to 1 slope is located on the rear of these berms, and lawn care maintenance companies have informed me that a 3 to 1 slope is maintainable, the Engineering Department finds no adverse concerns relating to allowing 3 to 1 slope on the rear of the landscaping berm only.
