1990-07 FPL 500 KV Transmission Line Installation RESOLUTION NO. 90 - 7 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PARKLAND. FLORIDA FINDING THE RECOM- MENDED ORDER OF MARCH 2. 1990 IN THE LEVEE MIDWAY 500 KV TRANSMISSION LINE CERTIFICATION PROCESS TO BE COMPELLINGLY IN THE PUBLIC IN- TEREST; AUTHORIZING AND DIRECTING THE APPRO- PRIATE CITY OFFICIALS TO TAKE ALL ACTIONS NECESSARY AND PROPER TO ADVOCATE THE ADOP- TION AND FINALIZATION OF THIS ORDER AT THE EARLIEST PRACTICABLE TIME; PROVIDING FOR AN EFFECTIVE DATE WHEREAS. on May 25. 1988. the Public Service Commission determined that a 500 KV transmission line was needed to carry electricity to and through South Florida from the Midway Substation in St_ Lucie County to the Levee Substation in Dade County; and WHEREAS. pursuant to the Transmission Line Siting Act and all of its requirements and procedures. documents have been filed and hearings have been conducted to identify which proposed corridor or corridors achieve a reasonable balance between the need for the facility and the impact on the public and environment which would result from the location. operation and maintenance of the transmission lines; and WHEREAS. the City of Parkland has invested much time and publiC resources working with all affected parties to find the corridor that best meets the requirements of the Transmission Line Siting Act while protecting the interests of the citizens of Parkland; and WHEREAS. interested parties in the City of Parkland included citizens. property owners. developers. environmental groups. among others who have appeared before the Commission or communicated with the City on this matter; and WHEREAS, the above persons worked with and supported the City in its efforts to meet the spirit and intent of the Transmission Line Siting Act; and Page 1 of 3 WHEREAS, the City Commission has caused a review of the Recommended Order of the hearing officer regarding the Levee Midway 500 KV Transmission Line Corridor certification issued March 2, 1990; and WHEREAS, the City's attorney and administrators have reported that the Recommended Order addresses the interests and concerns of the City Commission and recommends the corridor known as the South Florida Water Management District Corridor as that proposal which has been proven to best balance the need for the line with the impacts on the public and the environment; and WHEREAS, upon due deliberation, the City Commission of the City of Parkland finds the Recommended Order to be compellingly in the public interest and to address the concerns of the residents of this community regarding the Levee Midway 500 KV Transmission Line; and WHEREAS, the City Commission further finds that there is a compelling public interest in finally resolving this matter both from the perspective of the need for a reliable supply of electricity for future residents and businesses and from the perspective of reasonable certainty for the planning of the City's western neighborhoods. commercial area, and parks; and WHEREAS. the City Commission of the City of Parkland on behalf of the residents of this community. desire to take all steps reasonable and proper to encourage the Governor and Cabinet to adopt the Recommended Order in the Levee Midway Transmission Line Corridor Certification at the earliest time; now. therefore BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF PARKLAND, FLORIDA: Section 1, The appropriate City Officials are hereby authorized and directed to write. call and appear before all appropriate persons as may be necessary to explain the City's strong support of the Recommended Order issued March 2, 1990 in Page 2 of 3 the Levee Midway 500 KV Transmission Line Certification proceeding and to advocate adoption of the Recommended Order without amendment or change at the earliest practicable time. Section 2, The appropriate City Officials are hereby authorized and directed to send true copies of this Resolution to the Governor of the State of Florida. all members of the Cabinet. the Broward Legislative Delegation and such other persons as may be identified_ Section 3.
