Air leakage 402.4 To be caulked, gasketed, weatherstripped or otherwise sealed.
Recessed lighting IC -rated as meeting ASTM E 283. Windows and
doors = 0.30 cfm/sq.ft. Testing or visual inspection required. Fireplaces:
gasketed doors & outdoor combustion air. Must complete envelope
leakage report or visually verify Table 402.4.2.
Thermostat & 403.1 At least one thermostat shall be provided for each separate heating and
controls cooling system. Where forced -air fumace is primary system,
programmable thermostat is required. Heat pumps with supplemental
electric heat must prevent supplemental heat when compressor can
meet the load.
Ducts 403.2.2 All ducts, air handlers, filter boxes and building cavities which form the
primary air containment passageways for air distribution systems shall
be considered ducts or plenum chambers, shall be constructed and
sealed in accordance with Section 503.2.7.2 of this code.
403.3.3 Building framing cavities shall not be used as supply ducts.
Water heaters 403.4 Heat trap required for vertical pipe risers. Comply with efficiencies in
Table 403.4.3.2. Provide switch or clearly marked circuit breaker
(electric) or shutoff (gas). Circulating system pipes insulated to = R-2
+ accessible manual OFF switch.
Mechanical 403.5 Homes designed to operate at positive pressure or with mechanical
ventilation ventilation systems shall not exceed the minimum ASHRAE 62 level.
No make-up air from attics, crawlspaces, garages or outdoors adjacent
to pools or spas.
Swimming Pools 403.9 Pool pumps and pool pump motors with a total horsepower (HP) of =1
& Spas HP shall have the capability of operating at two or more speeds. Spas
and heated pools must have vapor -retardant covers or a liquid cover or
other means proven to reduce heat loss except if 70% of heat from
site -recovered energy. Off/timer switch required. Gas heaters minimum
thermal efficiency=78% (82% after 4/16/13). Heat pump pool heaters
minimum COP= 4.0.
Cooling/heating 403.6 Sizing calculation performed & attached. Minimum efficiencies per
Tables 503.2.3. Equipment efficiency verification required. Special
equipment occasion cooling or heating capacity requires separate system or
variable capacity system. Electric heat >10kW must be divided into two
or more stages.

4 CITY OF PARKLAND, FLORIDA, FOR ANTI -MONOTONY
5 APPROVAL FOR PARKLAND GOLF AND COUNTRY
6 CLIMB SINGLE FAMILY RESIDENTIAL DWELLING UNIT
7 ELEVATIONS, CASE NUMBER 09 -CAB -10, LOCATED
8 WITHIN THE PARKLAND GOLF AND COUNTRY CLUB
9 RESIDENTIAL COMMUNITY.

11 WHEREAS, the City Commission, as the governing body of the City of Parkland,
12 Florida, pursuant to the authority in Chapter 163 and Chapter 166, Florida Statutes, and the
13 code of Ordinance is authorized and empowered to consider petitions related to zoning and
14 land development orders; and
15
16 WHEREAS, the notice and hearing requirements as provided in the Code of
17 Ordinances have been satisfied; and
18
19 WHEREAS, the parcel possesses a Future Land Use Designation of Residential 2.5
20 ("R-2.5`) and Residential 3 ("R-3") with a zoning designation of Planned Residential
21 Development ("PRD"); and
22
23 WHEREAS, the Code of Ordinance requires City Commission approval of elevations
24 to avoid similar homes built adjacent to each other; and
25
26 WHEREAS, the petitioner has provided four (4) Collections with each Collection
27 having various models and elevations, six (6) exterior colors and twelve (12) exterior color
28 series for the Parkland Golf and Country Club project; and
29
30 WHEREAS, the City Commission has considered the evidence and testimony
31 presented by the Petitioner and other interested parties and the recommendations of the
32 various City of Parkland review agencies and staff; and
33
34 WHEREAS, the Panning and Zoning Board on January 13, 2011 voted to
35 recommend approval of the petition by a 7-0 vote; and
36
37 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
38 PARKLAND, FLORIDA that

4-0 SECTION 1. The Community Appearance Board petition of Parkland Golf and Country
41 Club is hereby APPROVED, subject to the conditions of approval contained herein, which are
42 in addition to the genera] requirements otherwise provided by ordinance:

44 1. This approval is based upon the Toll Brothers plans stamped dated
45 February 22, 2011 by the Planning & Zoning Department

1 2. All conditions and approvals of the Parkland Golf and Country Club project
2 not specifically amended by this application are still in effect and shall
3 govern the development.
4 3. A site plan shall be required for all landscape buffers, free standing signs,
5 utility structures, and entry features.
6 4. No houses within Parkland Golf and Country Club shall be alike in elevation
7 of colors used in accordance with Section 13-100 of the City of Parkland
8 Code of Ordinances.
9 5. Nothing contained herein shall be deemed to grant the applicant any rights
10 to construct any units without compliance with all other requirements
11 contained in any rezoning or plat approval and in no case shall this
12 approval vest the applicant any rights to density over and above that
13 provided for in the plat and rezoning ordinance or obligate the City to
14 approve any site plan or other development permit application of any kind.
15 This approval relates solely and exclusively to a determination of
16 monotony under the City's anti --monotony regulations and grants no other
17 rights or entitlements of any kind to the applicant.
18 6. The following shall be provided, at a minimum, as part of the Parkland Goff
19 and Country Club project.
20 1. Engineered wood products such as plywood and trusses shall be
21 utilized in the construction of new houses.
22 ii. Energy efficient heating and air conditioning units shall be provided with
23 all new units. All air conditioning units provided will have a minimum 13
24 SEER (seasonal energy efficiency ratio) rating and shall utilize Puron
25 Refrigerant.
26 Ili_ All HVAC systems provided with the new houses shall be fitted with
Z7 programmable thermostats.
Z8 iv. Central HVAC systems provided with new houses shall have mastic
29 sealed ductwork.
30 v. House wrap shall be utilized on any frame -wood exterior components of
31 new houses.
32 vi. Al[ appliances provided in the new homes shall be Energy Star or
33 better.
34 vii. All shower heads, faucets and toilets installed in the new homes shall
35 be low -flow.
36 viii. Carpeting made with N-6 nylon fiber, a fully recyclable, earth -friendly
37 product shall be offered to new homeowners.
38 ix. All prototypical landscape plans shall exceed Code requirement that
39 25% of the landscape materials shall be native species. The
40 prototypical landscape plans shall provide 100% native shade, accent
41 and street trees and shrubs and provide 100% drought tolerant shade,
42 accent and street trees and shrubs and provide 100% drought tolerant
43 shade, accent and street trees and shrubs which have low to medium
4/1 water needs. To further conserve water, the prototypical landscape
45 plans shall expand the mulch beds and reduce the areas covered with
46 high water demand sod. The prototypical landscape plans shall place
47 the landscaping close to the houses providing optimal shading patterns
4-8 on the walls, windows, and the immediately adjacent ground which

3 x. Single pane impa glass shall be provided for new houses.
4 xi. Low volatile organic compound (VOC) paints shall be utilized for interior
5 walls of new homes.
6 xii. The interior lighting of new homes shall be fitted with Compact
7 Florescent Light Bulbs (CFL's), as determined by the City of Parkland.
8 xiii. All new signage at Parkland Golf and Country Club, if equipped with
9 lighting, shall be fitted with solar powered lighting with the exception of
10 entry wall subdivision signs for development pads.
11 xiv. Concrete wash out areas shall be provided during construction to
12 ensure proper disposal of concrete.
13 xv. Reclaimed water (Le. purple pipes) shall be utilized for irrigation
14 purposes unless NSID states in writing that it does not intend to provide
15 reclaimed water to the pods impacted by this approval.
16 xvi. All new heated pools or spas shall be heated by non -electrical means
17 (Le. solar, gas or geothermal).
18 xvii. Ceiling Insulation utilized in the construction of the new homes shall
19 have a thermal resistance rating (r -value) of R-38.
20 xviii. Ail exterior residential lights installed with new homes shall be
21 energy efficient and not incandescent.
22 xix. Roof overhangs on homes within Parkland Golf and Country Club shall
23 be a minimum of sixteen (16) inches.

7. A maximum of three homes of the Villa Garcia Model, Ambassador
Collection shall be constructed on Lot 86 through Lot 95 of Block D (Pod
17) of Replat #2 recorded in Plat Book 174, Page 137 -161.
SECTION 2. This Resolution shall become effective immediately upon adoption.
